Repoints CI image push from the retired registry.meghsakha.com to Harbor at repo.meghsakha.com (flat certifai images reprojected under certifai/), and adds cosign signing on push (non-fatal — never breaks the build). Robot creds + COSIGN_KEY/COSIGN_PASSWORD secrets are already set on this repo. Part of the Harbor registry migration.
