Part of #118. Suite-integration workstream (light). werkpilot is the company's code assistant; a tenant may own it.

Context

werkpilot (/home/sharang/workspace/werkpilot) is a code assistant. It's a downstream consumer of compliance-scanner's detected facts (languages/frameworks) and findings, for remediation / code-fix assistance — complementary to the existing LLM remediation hints (CS-E3).

Scope

Seam now: an ExternalSystem::Werkpilot entitlement entry + a remediation hook interface so findings/facts can be handed to werkpilot when the tenant owns it. No data-model changes beyond the shared external-entitlement type from ONB-16.
Later: actual handoff (API/format TBD once werkpilot's integration surface is known — needs an exploration pass like the tramiton one).

ONB-01 (#119), ONB-16 (external-entitlement type). Lowest priority of the three integrations.
