Epic #194. Agent enqueues a plc-provision job (replacing the in-process DockerSoftPlc call behind PLC_RUNTIME_ENABLED) and persists the returned findings + DAST run. Completes the thin slice. Depends on WB-04. Touches compliance-scanner PR #193 code.
