Epic #194. Shared declarative job types (plc-provision, qemu-boot, dast, pentest) + result schema (findings/DastFinding/SBOM/status/logs/timing), serde + TOML(disk)/JSON(wire). Lives in compliance-core so the control plane and the Werkbank runner compile against one contract. See werkbank docs/DESIGN.md §5.
