ci: retrigger after transient clippy failure

Bumps transitive deps (aws-lc-sys, quinn-proto, rustls-webpki, etc.)
to versions without RUSTSEC advisories. Two unmaintained-warning
deps remain (fxhash via scraper, instant via async-stripe) but
those are non-blocking warnings only.
