chore: repoint registry.breakpilot.com -> repo.breakpilot.com (Harbor)

Consolidate the platform on Harbor (repo.breakpilot.com/breakpilot/*), the
authoritative registry. registry.breakpilot.com (never-built stage registry) is
retired. NOTE: verify REGISTRY_USER/REGISTRY_PASS hold valid Harbor push creds.
