feat(iac): scaffold orca-platform layout (M1.1)

Lands manifests/, overlays/, dns/, scripts/, Makefile per M1.1. Bundles yourplatform.com→breakpilot.com rename. vms/ removed (out-of-scope for Orca). Refs: M1.1
