chore: smoke PR for CI verification (M0.2)

Trivial CHANGELOG bump to exercise the CI pipeline end-to-end: commitlint, gitleaks, trivy fs scan. Establishes the green-baseline check names required before turning on branch protection. Refs: M0.2
