feat: BreakPilot PWA - Full codebase (clean push without large binaries)

All services: admin-v2, studio-v2, website, ai-compliance-sdk,
consent-service, klausur-service, voice-service, and infrastructure.
Large PDFs and compiled binaries excluded via .gitignore.
