Previous FLAGS_use_mkldnn env var was ignored by PaddlePaddle 3.x. Now using paddle.set_flags() API and PaddleOCR enable_mkldnn param. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
