Third tab "Cookie-Test" in Compliance Agent:
- Phase A: Before consent (tracking without permission)
- Phase B: After rejection (CRITICAL if tracking persists)
- Phase C: After acceptance (undocumented services)
- CMP badge (Didomi, OneTrust, etc.)
- Violation cards with severity badges and legal references
