Benjamin Admin a29bfdd588 fix: normative_strength 'may' statt 'can' (DB-Constraint) ...

DB-Constraint erlaubt nur must/should/may. 'can' gibt es nicht.
Alle Referenzen auf 'can' durch 'may' ersetzt.
