Many regulation codes (nist_sp800_53r5, eucsa, owasp_top10_2021, EDPB guidelines, EU laws, AT/FR/ES/NL/IT/HU laws) were defaulting to Rule 3 (restricted) because they weren't in REGULATION_LICENSE_MAP.
