Phase A: Google Consent Mode v2 in cookie-banner-embed.ts
- gtag('consent', 'default', {...denied}) before banner loads
- gtag('consent', 'update', {...}) after user decision
- Automatic mapping: statistics→analytics_storage, marketing→ad_storage
