feat: Consent Migration Phasen 3-6 — Cookie Banner, Deadlines, Public DSR, Integrations

Phase 3 (Cookie Banner): Backend + Frontend existierten bereits —
keine Aenderungen noetig.
Phase 4 (Deadlines): DeadlineTab mit Fristen-Timeline (30 Tage,
4 Erinnerungen, Auto-Sperrung). Backend-Cron in Production via Core.
Phase 5 (Public DSR): PublicFormConfig im DSR Settings-Tab —
konfigurierbare Anfragetypen, Identitaetspflicht, Embed-Code.
Phase 6 (Integrations): IntegrationStubs fuer Matrix, Jitsi, OAuth,
2FA, Notifications — vorbereitet fuer Core-Service-Anbindung.
Consent Management: 2 neue Tabs (Fristen, Integrationen).
DSR: Settings-Tab mit Public Form statt Platzhalter.

feat: Consent Document Approval Workflow im Frontend aktivieren

VersionsTab zeigt jetzt kontextabhaengige Workflow-Buttons:
- Entwurf → "Zur Pruefung" (Submit for Review)
- In Pruefung → "Genehmigen" / "Ablehnen" (Approve/Reject)
- Genehmigt → "Publizieren" (Publish)
Backend-Endpoints (legal_document_routes.py) existierten bereits,
wurden aber vom Frontend nicht genutzt. Status-Badges erweitert:
draft, review, approved, published, archived, rejected.

refactor(admin): split consent-management, control-library, incidents, training pages

Agent-completed splits committed after agents hit rate limits before
committing their work. All 4 pages now under 500 LOC:
- consent-management: 1303 -> 193 LOC (+ 7 _components, _hooks, _data, _types)
- control-library: 1210 -> 298 LOC (+ _components, _types)
- incidents: 1150 -> 373 LOC (+ _components)
- training: 1127 -> 366 LOC (+ _components)
Verification: next build clean (142 pages generated).

Phase 2 — E-Mail-Templates: 5 Tabellen, 20 Endpoints, neues Frontend, SDK_STEPS erweitert
Phase 3 — Legal Documents Extension: User Consents, Audit Log, Cookie-Kategorien
Phase 4 — Banner Consent: Device-Consents, Site-Configs, Kategorien, Vendors
Phase 5 — Cleanup: DSR-Proxy aus main.py entfernt, Frontend-URLs aktualisiert
148 neue Tests (50 + 47 + 26 + 25), alle bestanden.

Kaputtes (admin) Layout geloescht (Role-Selection, 404-Sidebar, localhost-Dashboard).

Root-Seite redirected auf /sdk. ~25 ungenutzte Dateien/Verzeichnisse entfernt.
