fix: Verifikation — Suchfeld statt 654 Mini-Kacheln + Lazy-Load

- SuggestEvidenceModal: Suchfeld + max 20 Ergebnisse statt alle Kacheln
- Verification page: Mitigations nur on-demand laden (nicht beim Seitenstart)
- Deutlich schnellerer Seitenaufbau
